BACKGROUND

Never let a good crisis go to waste was Winston Churchill's rallying call in the painful era of World War two and it rings true in our world stricken by the COVID-19 pandemic. As it matches with "Blitzkrieg" speed across the globe, it causes unprecedented disruption and havoc in every aspect of our lives. Our economies have come to a grinding halt; industries are shutting down, schools and universities have either closed or moved online, and recessions are hitting the world.

 Countries like in Europe that tried to re-open to save the economy are witnessing a raging second wave- whose pain is hard to imagine. Yet, despite the havoc, the pandemic has also turbo-charged the digital revolution and triggered innovations across all society domains. As a result, it is heralding a new era reset of innovation systems, industry, and economies on foundations of 4IR technologies and green economies. Therefore it is also an excellent opportunity for a great reset of countries through Smart Specialization and Digital and Green New Deals. Thus, the need for innovation policies, digital strategies, and innovation systems to shape a new future for the world has never been greater.

The 2020 KAIST-EC JRC workshop brings together experts from EC JRC and KAIST to explore a post-pandemic collaborative framework to help Korea and Europe navigate the fog of COVID-19 that is intertwined with the 4IR. It will bring together experts on regional innovation systems, innovation policy, digital innovations, Smart Specialization, and the Fourth Industrial Revolution to:

I.         Discuss Smart Specialization, digital innovation policies, and strategies for post-pandemic Korea and Europe.

II.       Map out emerging technology governance issues for the post-pandemic era and emerging strategies to mitigate technology dystopia risks.

III.    Map concrete collaborative framework to harness the digital revolution and Smart Specialization to shape the post-COVID-19 era.
